- Preheat your oven to 375°F (190°C).
- In a large skillet, cook the ground beef or turkey over medium heat until it’s browned and cooked through. Remove any excess fat.
- Add the diced onion and minced garlic to the skillet with the cooked meat and sauté for a few minutes until the onions become translucent.
- Stir in the drained diced tomatoes, tomato sauce, beef or vegetable broth, dried oregano, dried basil, crushed red pepper flakes, salt, and pepper. Simmer for about 5-7 minutes, allowing the flavors to meld.
- In a large oven-safe casserole dish, layer half of the chopped cabbage.
- Pour half of the meat and tomato sauce mixture over the cabbage.
- Sprinkle half of the shredded mozzarella and grated Parmesan cheese over the meat layer.
- Repeat the layers with the remaining cabbage, meat and tomato sauce mixture, and cheeses.
- Cover the casserole dish with foil and bake in the preheated oven for 30 minutes.
- Remove the foil and bake for an additional 20-30 minutes, or until the cabbage is tender, and the top is golden and bubbly.
- Let the casserole rest for a few minutes before serving. Garnish with fresh basil or parsley if desired.
